When local resources are overwhelmed

1. Use local mutual aidThe requesting jurisdiction first uses its established local or regional system.
2. Request MAC supportThe fire chief contacts AAFC leadership or the appropriate coordinator.
3. Build the deploymentAvailable resources are confirmed and organized into the appropriate package.

How to join

Membership begins with local authorization

Complete these steps to place your department in the statewide Consortium and establish its resource information.

Review the documentsReview the Consortium Agreement and Rules and Procedures with department and local leadership.

Secure authorizationHave the appropriate governing body adopt the Agreement through a resolution or other lawful authorization.

Submit signed recordsSend the signed Agreement and local authorization to AAFC for Consortium records.

Report department resourcesComplete the Department Information Form and maintain the required annual update.
Frequently asked questions

Understanding Consortium participation

Does the Consortium replace local or regional mutual-aid agreements?

No. The AAFCMAC supplements existing local and regional systems. A jurisdiction normally uses those resources first and may activate the Consortium when they are exhausted or when specialized resources are needed.

Is a member department required to provide resources whenever requested?

No. The fire chief receiving a request determines what assistance, if any, can be provided based on the department's policies and conditions at that time.

Who determines when outside assistance is needed?

The fire chief of the requesting jurisdiction determines when an emergency requires outside assistance and the type and amount of assistance requested.

How is Consortium assistance requested?

After using local mutual aid, an eligible requesting fire chief contacts the Mutual Aid Coordinator, the appropriate regional delegation, or the AAFC President. Public contact information on this page is for program administration and is not a replacement for approved activation procedures.

Who is responsible for deployment costs?

Member organizations are responsible for costs they incur while providing aid, subject to any negotiated reimbursement. Deployment documentation must be maintained in accordance with applicable EMA and FEMA requirements.

How often must department resource information be updated?

The Agreement requires member departments to report available assets and resources annually. Departments should also submit corrections when key information changes.

What command structure is used during mutual-aid operations?

The Agreement requires use of a recognized Incident Command System. Responding resources operate under the direction of the requesting jurisdiction while retaining their normal employment relationship with their home organization.
